I actually achieved the look of this water flowing through the typography using After Effects of all things! I can't order the T-shirt because the website you linked to requires you to create an account and the account creation process is missing a field for entering the state you live in and it tells you there's an error when you try to register. Is there another website that is selling this shirt?
